The following is a list of potentially ineligible voter records, submitted for your review and reconciliation. Records involving address changes or non-standard classifications were identified by comparing current voter registry information to current information from the United States Postal Service NCOALink database, provided to me through a licensed USPS data provider. For more information about the NCOALink program, please see https://postalpro.usps.com/mailing-and-shipping-services/NCOALink. The NCOALink database tracks permanent changes in residence, as well as non-standard addresses.
For changes in residence: To find a match in the NCOALink database, the individual (or family) residing at the address shown in the voter registration records would have submitted a notification to USPS requesting to permanently change their address. The list below includes the current permanent address, along with the date the address was changed.
For non-standard addresses: These are addresses that have been classified by USPS as either invalid, vacant, or commercial. Any non-standard addresses have been visually reviewed by me using Google Earth, based on the longitude and latitude of the address. Only those records that appear not to have a habitable structure associated with the address have been included in this list.
In addition to NCOALink, and in an effort to provide a more comprehensive and accurate comparison, all data was additionally processed through the USPS Coding Accuracy Support System (CASS) database https://postalpro.usps.com/certifications/cass and the USPS Delivery Point Verification (DPV) database https://postalpro.usps.com/address-quality/dpv. Each record has also been geocoded, allowing for visual inspection of the address using Google Earth visualization. Any supplemental databases, observations, or notes have been included for your consideration.
