Here are some steps USPS uses to verify NCOA submissions

The USPS itself takes multiple steps to verify NCOA submissions.

  • According to the USPS, if a change of address is entered online, the customer must verify their identity using a debit or credit card.

  • The customer can go to a post office and file in person and will be required to provide proof of identity and residency.

  • When a change of address is filed, the USPS follows up with a “Move Validation Letter” (MVL) to confirm the change of address. That Validation Letter also provides a code the voter can use online to change or cancel the change of address.

  • Within 5 postal business days of the “Move effective date” the postal customer provided, they are also sent a “Customer Notification Letter” (CNL). That Customer Notification letter also provides a code the voter can use online to change or cancel the change of address.

  • Customers who file a change of address online will receive confirmation emails that contain confirmation codes.
